SEN. FRANCIS PANGILINAN BLAMED FOR RISE IN YOUTH CRIMES

Amid the public clamor for Davao City Mayor Rodrigo Duterte to run for president, the tough-talking local executive said that one of the issues he will study and consider should he run and become president is the amendment of the Juvenile Justice Law.

Based on his personal experience as chief executive of Davao City, Duterte said law enforcers have a hard time dealing with minor offenders because all they (the police) are allowed to do under the law on Juvenile Justice System is to turn over the suspects, who are still minors, to social workers.

Duterte said the dilemma started when the Juvenile Justice and Welfare Act of 2006 (Republic Act 9344) was enacted into law in 2006. Under the law authored by Francis “Kiko” Pangilinan, young criminals aged 15 years old and below are exempted from being imprisoned or punished even if the act committed is a heinous crime.
