Giving a push to Davao City Mayor Rodrigo Duterte’s campaign against illegal recruiters, city councilor Edgar Ibuyan has urged barangays to immediately report to police presence of illegal recruiters.
Ibuyan. chairman of the Davao City Council committee on labor and employment, made the call in his inspirational speech during a 2-day training on barangay personnel that would run the OFW Help Desk.
Ibuyan’s speech was read for him by his son, Bankerohan barangay captain Edgar Ibuyan Jr.
The training sponsored by the Balikatan People’s Alliance and supported by government agencies and councilor January Duterte, president of the Liga ng mga Barangay, tackled subjects ranging from assistance to Overseas Filipino Workers (OFW) and their families, spotting illegal recruitment and job placement.
Participants in the training would eventually man the OFW Help Desk that City Hall plans to establish in every barangay.
In his speech, Ibuyan stressed that OFWs often fall victims to illegal recruitment that Mayor Duterte has placed second after drug pushers that should be monitored and reported immediately.
Duterte himself has urged that barangay officials should take active part in the campaign against illegal recruiters.
WE HOPE THAT WE COULD INSPIRE YOU WITH ENTHUSIASM AND ENERGY IN MAKING THE MOST OUT OF THIS VERY IMPORTANT TRAINING, THAT CONCERNS ONE OF THE MOST VULNERABLE SECTORS OF OUR SOCIETY.
WE UNDERSTAND THAT THIS TRAINING AIMS TO PROVIDE THE PARTICIPANTS, WITH THE ABILITY AND KNOWLEDGE ON HOW TO DEAL WITH THE PROBLEMS OF OUR OFWS AND THEIR FAMILIES.
YOU WILL ALSO BE TRAINED ON HOW TO SPOT AND REPORT ILLEGAL RECRUITMENT AND OTHER PROBLEMS, AND ASSIST IN JOB PLACEMENTS.
OUR LOCAL GOVERNMENT UNDER THE LEADERSHIP OF MAYOR RODRIGO DUTERTE AND VICE MAYOR PAOLO DUTERTE, ARE COMMITTED TO PROVIDE SERVICES TO ALL SECTORS OF SOCIETY.
THIS TRAINING IS ANOTHER ENDEAVOR OF CONCERN THAT WE SHOULD ALL SUPPORT, IN LINE WITH OUR PROGRAM TO ESTABLISH AN OFW HELP DESK IN EVERY BARANGAY.
IT IS A FACT THAT OFWs, WHO SACRIFICE LIFE AND LIMB IN FOREIGN SHORES AND SUFFER THE LONELINESS OF WORKING ABROAD AWAY FROM FAMILY, ARE ONE OF THE MOST VULNERABLE SECTORS OF OUR SOCIETY.
ABROAD, THEY FACE ALL KINDS OF TRIALS AND THREATS.
BUT THE PROBLEM DOES NOT STOP THERE.
AT HOME, THE MEMBERS OF THE FAMILY UNDERGO THEIR OWN TRIALS—PSYCHOLOGICAL AND DOMESTIC— DUE TO THE ABSENCE OF A FATHER, A MOTHER OR A SISTER WHO ARE ABROAD TO EARN.
WHILE HAVING AN OFW BRINGS FINANCIAL REWARDS TO THE FAMILY, IT HAS DOWNSIDES THAT WE WILL HAVE TO LIVE WITH.
AFTER ALL, NOTHING COMES FREE IN THIS WORLD.
TO BE FRANK ABOUT IT, BROKEN HOMES ARE MOST COMMON IN FAMILIES WITH OVERSEAS WORKERS, ACCORDING TO GOVERNMENT STATISTICS.
AND THIS SHOULD BE A BIG CONCERN TO US ALL.
WE IN THE LOCAL GOVERNMENT AND ESPECIALLY YOU WHO ARE PARTICIPANTS IN THIS TRAINING ON SKILLS AND PLATFORMS ON HOW TO DEAL WITH THE WOES OF OUR OFWs AND THEIR FAMILIES, ARE HERE TO HELP THEM.
AS ENVISIONED, THE OFW HELP DESK THAT WE WILL ESTABLISH IN EVERY BARANGAY, WILL BE THERE AT ALL TIMES WHEN IT IS NEEDED BY THE OFWs AND THEIR FAMILIES WHO ARE DISTRESSED.
WE PRAISE OUR OFWs AS TODAY’S MODERN HEROES FOR THEIR CONTRIBUTION TO NATION BUILDING.
BUT HIS HONOR SHOULD NOT STOP AT BEING MERE WORDS AND EMPTY ACCOLADES.
THIS IS WHY WE ARE CREATING THE OFW HELP DESK.
THIS PROJECT IS OUR WAY OF PAYING BACK THROUGH PUBLIC SERVICE, OUR OVERSEAS WORKERS, WHO BY THEIR SACRIFICE, NOT ONLY PROVIDED FOR THEIR FAMILIES, BUT ALSO CONTRIBUTE IMMENSELY THROUGH THEIR REMITTANCES AND TAXES TO NATIONAL ECONOMIC DEVELOPMENT.
WE CALL OUR CITY AS THE CITY OF MAN. WE CALL OUR CITY AS THE SAFEST CITY IN THE WORLD.
WE HOPE THAT WITH YOUR TRAINING, WE WILL MAKE OUR CITY A TRUE CITY OF MAN FOR THE OFW, SAFE AND FRE E FROM A TROUBLED FAMILY AND ILLEGAL RECRUITERS.
WHILE, WE ARE CARING ABOUT OUR OFWs AND THEIR FAMILIES, PLEASE ALLOW ME TO GO TO ANOTHER SUBJECT THAT IS THE MOST SERIOUS CONCERN THAT FACES THE OVERSEAS FOREIGN WORKERS.
WHILE WE WERE THE CHAIRMAN OF THE PEACE AND PUBLIC SAFETY COMMITTEE OF THE DAVAO CITY COUNCIL, WE WERE VERY STRONG ON OUR CAMPAIGN AGAINST ILLEGAL RECRUITMENT, THE FIRST HORROR THAT MANY OF OUR OFWs ENCOUNTER WHILE APPLYING FOR JOBS ABROAD.
WE HAVE HEARD AND READ MANY SAD STORIES ABOUT VICTIMS OF THESE CRIMINALS IN MODERN WHITE SLAVERY.
MAYOR RODRIO HIMSELF HAS EXPRESSED WORRY AND HATRED AT THESE CRIMINALS. HE HAS IN FACT SAID THAT IN HIS LIST, THE ILLEGAL RECRUITERS PLACE SECOND TO DRUG DEALERS.
MAYOR DUTERTE HAS APPEALED THAT ALL OF US SHOULD HELP IN ERADICATING THIS RACKET BY IMMEDIATELY REPORTING TO POLICE ANY ACT OF ILLEGAL RECRUITMENT IN YOUR BARANGAY.
AS FRONTLINERS CONCERNED WITH THE WELFARE OF THE OFWs AND THEIR FAMILIES, WE WOULD LIKE TO MAKE A SIMILAR APPEAL: THAT WE SHOULD IMMEDIATELY REPORT ANY ILLEGAL RECRUITMENT ACTIVITY IN YOUR BARANGAY.
